Opening Data Inspector in FME Workbench, through either the Inspector transformer or through a Feature Type context menu - Inspect, no longer makes the Data Inspector the active window (i.e. does not bring the Data Inspector window to the foreground).
This appears to be a change in Windows support for the bring-to-front windows context.
Opening Data Inspector in FME Workbench will change the color of the taskbar entry to indicate that the window has changed in some way - but will not bring the window to the front. This is because Microsoft no longer allows application to interrupt what the user is currently doing in another application. It looks like this was a security patch change in Windows.
You can change this behaviour in the registry. The registry key is:
HKEY_CURRENT_USER/Control Panel/Desktop/ForegroundLockTimeout
The default is 200000 millisecond. If the you change the value to 0 millisecond and restart Windows, the bring-to-front behaviour will work again. However, changing this setting affects all of your desktop applications, not just Data Inspector
