** Article applies to FME 2015.0 to FME 2015.1.3. The issue has been fixed in FME 2016.0
Unable to extend FME Extension for ArcGIS on a non-English Operating System (OS). In the FME Integration Console, the following message is displayed: "Failed to extend FME Extension for ArcGIS (Failed to register DIDatasource.dll...)" along with garbled text, or text in the OS language.
The way FME is extended to ArcGIS changed in FME 2015. The TCL script used to confirm the extension attempts to match an English return string. On non-English OSes, a non-English string is returned causing the error message.
The TLC script has been enhanced in FME 2016, and now checks the "return code" instead of the "return string", which is in English. Submitted as problem report, PR# 66666.
